In a major leap for European AI infrastructure, Nscale Global Holdings Ltd., Aker ASA, and OpenAI have announced the launch of Stargate Norway — a landmark AI data center project located in Narvik, Northern Norway. This facility is set to become one of the most advanced and sustainable AI infrastructure hubs in Europe, fully powered by renewable energy and optimized for sovereign AI workloads.
What Is Stargate Norway?
Stargate Norway is a large-scale, energy-efficient AI Gigafactory, designed to deliver 100,000 NVIDIA GPUs by the end of 2026. With plans to scale beyond that, the facility is positioned as a cornerstone of Europe’s future AI capabilities.
The project is being spearheaded by Nscale, a global provider of sovereign AI infrastructure, in partnership with Aker ASA and OpenAI. Notably, this marks OpenAI’s first European data center initiative, as part of its broader ‘OpenAI for Countries’ program.
Strategic Location: Kvandal, Narvik
Located in Kvandal, just outside Narvik, Stargate Norway benefits from:
- Abundant hydropower
- Exceptionally low electricity prices
- A naturally cool climate
- Established industrial infrastructure
These unique local advantages make Narvik an ideal environment for high-performance, energy-intensive AI operations.
Massive Capacity with Green Energy
Stargate Norway will initially deliver 230MW of AI compute capacity, with plans to expand by another 290MW, making it one of the largest AI data center investments in Europe. Entirely powered by clean, renewable energy, the facility will align with European regulatory standards for data sovereignty and sustainability.
OpenAI’s First European Compute Hub
This initiative marks a significant milestone for OpenAI, which will be one of the initial offtakers of compute capacity from the site. OpenAI CEO Sam Altman expressed strong support for the project, stating:
“Europe needs more compute to realize the full potential of AI for all Europeans… We believe Stargate Norway can help drive the next wave of AI breakthroughs and economic progress for Europe, in Europe.”
Economic Growth and Local Development in Northern Norway
Beyond its technological significance, Stargate Norway is projected to generate substantial economic and educational benefits for the Narvik region. The project will collaborate with local universities and institutions to promote AI research and talent development.

USD 1 Billion Initial Investment in AI Infrastructure
Nscale and Aker have jointly committed approximately USD 1 billion to the project’s initial 20MW phase, including USD 250 million in equity. The full development is structured as a 50/50 joint venture between Nscale and Aker (through wholly owned subsidiaries), with the potential to scale tenfold as new customer contracts are secured.
